Jack Franks - Established Presence in the Illinois Legal Community
A longtime McHenry County Illinois based attorney, Jack Franks held responsibilities as chairman of the McHenry County Board from 2016 to 2020. The first popularly elected individual to hold this position, Jack Franks revamped budget practices at the county while substantially reducing property taxes. The latter enabled a $9 million direct rebate to homeowners. He also passed term limits on elected officials and decreased the size of the County Board by 25%.
Jack Franks served in the Illinois House of Representatives. He was first elected in 1998, defeating the Republican incumbent as a Democrat in a predominantly Republican region. As chair of the State Government Administration Committee, he was a passed the first audits ever of a sitting governor undertaken in Illinois. He also served on the Illinois Aging Committee and the Public Utilities Committee and chaired the International Trade and Commerce Committee. In the latter arena, he spearheaded international trade delegations that helped foster business growth across the state.
